What players would know

Most of the Empire’s population is human or half‑elf. Outside the high nobility, citizenship and daily life are more local than imperial: towns and villages run on bargains, grudges, and practical alliances, rarely unified for long.

Imperial authority is thin, so local lords, guilds, mayors, and caravans negotiate power deal by deal. “The law” is often whoever arrived last with a seal and enough people to enforce it.

Common rumors

  • Every province is controlled by one of the elven noble houses and has its own petty war brewing usually with neighboring provinces over some imagined slight or old grudge or contested resources, access to trade routes and so on the way petty neighbours usually feud.
  • Paper notes and guild favors matter more than crowns.
