The Office of Subcity Conveyance is the Niederstadt-facing authority over ramps, freight declarations, tunnel closures, and the paperwork that decides whether a load is delayed, inspected, or allowed to vanish below. Most people only deal with it when a wagon is missing, a manifest is wrong, or a clerk decides the underside of the city is suddenly unsafe.

Common rumors #

• If the lower ramps are closed on paper, they are closed whether or not the stones agree.
• A cart can disappear below without moving an inch if the wrong clerk starts correcting the manifest.
